If your grass is green, it might not need water. Water is needed when the grass starts to develop a black tinge along the top. Recovery is almost immediate when water is applied at this stage. Browning on the lawn is a sure sign that it does need water.
Over-watering in anticipation of a shortage doesn't work. Soil cannot store extra water.
